REASON:
Hard disk manufacturers have a way of calculating the sizes of the hard disk which is different from that in Windows OS.

ILLUSTRATION
To a hard disk manufacturer:
1GB = 1000000000bytes
Therefore, taking for example:
A disk of size 250GB will be:
250 000 000 000bytes/1 000 000 000bytes = 250GB
However, In windows:
1GB = 1024^3 = 1073741824bytes
Therefore, taking for example:
A disk of size 250GB will be:
250000000000bytes/1024^3bytes = 232GiB
NOTE: the sizes you see in windows are known as Gibibytes but not Gigabytes. This is because Hard disk manufactures measure Hard disk sizes using the base 10 numerals whereas Windows OS use the Base 2 numerals
